Cor 10™ Rust is a Feature, not a Bug
Please be expansive and "Google" something occasionally. Cor 10 steel is
made by United States Steel and is widely used by sculptors as a base.
It is designed to rust quickly to provide a pleasing oxide coating which
helps resist further corrosion. read more here--

Absolutely NO coating will ever work. As you may recall brom physics or
material sciences courses, no coating has less than 0.1% porosity. The
sculpture must be isolated by a teflon sheet, or placed upon isolating
pins of a non corrosive substance, such as teflon, titanium, nickel or
stainless steel.
As always, just a tiny shred of real information would be helpful --
like the weight of the sculpture, its base area (to determine PSI or
KG/SQCM loading, and the thickness or the Cor 10 upon which the
sculpture must rest.
